4 Nov

Update on AUAB Meeting with Secretary DoT: As scheduled tripartite Meeting of AUAB with the Secretary DoT and CMD BSNL was held at 1815 hrs today 04/11/2026 at Conference Hall, Sanchar Bhavan New Delhi. This meeting was attended by Senior Officers of DoT and BSNL.
We have detailed discussions on a single agenda point of Third Pay/Wage Revision.
Secretary DoT was of the opinion that Affordability Clause is applied by the Government and any deviation from the policy is not possible only by DoT as it will be precedent for hundreds of other PSUs.
In response, we have submitted all the points and supporting documents in support of our demand.
On certain specific submissions, Secretary DoT has issued instructions to JS Admin DoT and CMD BSNL for detailed study on submissions made by AUAB and submit him details.
We requested his support in settlement of our genuine grievance and he assured us of all possible support from his side let the further course of action decided by the Minister of Communications.
Though there were certain apprehensions by Secretary DoT on our submissions, Secretary DoT conveyed his agreement to our genuine issues like a short time before the constitution of the 4th PRC, hardship faced by employees due to delay in Pay Revision etc, but he expressed this is not in the hands of DoT. We requested for special consideration out of existing policy by considering the special contribution by BSNL and its workforce. We requested for putting the proposal for waiver of Affordability Clause and let the final decision be taken by Cabinet. Secretary DoT informed that it can be decided at the level of the Minister of Communications.
We requested to arrange a meeting of AUAB with the Honourable Minister of Communications, and he assured us to arrange such a meeting very shortly, maybe within a week’s time, subject to availability of MoC.

This meeting was very co-radial, respected Secretary DoT gave patience hearing to all our submissions and we successfully submitted our grievances to the extent that all officers in the meeting were convinced that BSNL employees are not at fault, but the only issue is the Affordability clause and its linkage profit of BSNL and certain suggestion were submitted how these difficulties are reduced before constitution of 4th PRC by protecting the Third PRC benefits to possible extent.

The meeting started at 1815 hrs concluded at 1925 Hrs and during this one hour healthy discussions.
