OUR VIEW ON CONSTITUITION OF WAGE REVISION COMMITTEE FOR BSNL NON-EXECUTIVES

Some of our sisters association has expressed the view that…

“BSNL notifying ‘Meeting of Joint Committee to recommend pay structure of non-executive employees w.e.f. 1.1.2017 in BSNL’ raises serious doubt that both the BSNL Management and the Unions/associations have joined hands to hoodwink the non-Executive employees. It is said that they would recommend ‘pay structure’ and that too with much publicised 0% fitment benefit concept. It seems that BSNL Management now wants to convey that it is empowered to do whatever it wishes to do regarding the Wage Policy of its employees and that neither DPE nor Ministry of Finance has any say on pay revision, as if these are just redundant Department/Ministry.”

WE REPRODUCE EXTRACTS FROM CHAPTER -3 WHICH READS AS UNDER:

“Assessment and Recommendations, Para 3.2 (IV) – There are also certain CPSEs which have been formed as an independent Government company under a statute to perform specific agenda / regulatory functions. The revenue stream of such CPSEs are not linked to profits from the open market competitive scenario but are governed through the fees & charges, as prescribed and amended from time to time by the Government. There is no budgetary support provided by the Government to such CPSEs. In consideration that the impact of the revised compensation structure including

Performance Related Pay) would supposedly form the part of revenue stream for such CPSEs, the Committee recommends that affordability condition shall not be applicable to these CPSEs; however, the implementation of same shall be subject to the approval of Administrative Ministry upon agreeing and ensuring to incorporate the impact of the revised compensation structure into the revenue stream.”

OUR VIEW: 

The above provision is conditional and applicable to certain PSUs, and BSNL can be one of such PSU and we should tray to exert pressure on authorities to accord their approval for its applicability to BSNL as well. 

This is the time for all the Working Employees Unions/Associations and Pensioners Association to exert pressure on Government to achieve our target of Pay/Pension Revision as recommended by 3rd PRC.
