DISCRIMINATION AMONG CENTRAL GOVERNMENT PENSIONERS IN RESPECT OF CGHS FACILITIES

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: –

(a) whether it is a fact that Government is creating division among the Central Government pensioners by offering discriminative options for opting CGHS facilities;

(b) if so, the reasons for creating such division among the Central Government pensioners and depriving the long term CGHS pensioner beneficiaries; and

(c) whether Government is planning to revoke CGHS OM No. 5.14025/23/2013-MS.EHSS dated 29/09/2016 and introduce uniform CGHS options for all Central Government pensioners to bring all the pensioners at par, if so, the details thereof?

 

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (DR. BHARATI PRAVIN PAWAR)

(a) & (b): Central Government Health Scheme (CGHS) is a subscription based scheme. All central government pensioners are eligible to avail treatment benefits under the scheme on payment of requisite subscription. Those residing in CGHS covered areas may avail treatment (both OPD and IPD) facilities under the scheme on payment of requisite subscription & those residing in non-CGHS covered areas have the following options: –

(i) They can avail Fixed Medical Allowance (FMA);

(ii) They can avail benefits of CGHS (OPD and IPD) by registering themselves in the nearest CGHS city after making the required subscription; and

(iii) They also have the option to avail FMA for OPD treatment and CGHS for IPD treatments after making the required subscription as per CGHS guidelines.

(c): There is no such plan made by the Ministry.
