For BSNL absorbed DOT employees, pension revision should be in IDA scale only. The fitment benefit should be the maximum of the same as recommended by the PRC irrespective of the fitment benefit agreed upon by the BSNL and the unions in the wage agreement.
The revised, wages of the BSNL employees agreed upon should be to compare the pension to 50% of the minimum of the pay scale in which the BSNL employee retired. No question of reverting to CDA pay scale arise for automatic revision of pension of BSNL employees delinking the wage revision. The process of delinking will take at least six months as it is to be consulted with various ministries before getting cabinet approval.
BSNL retirees pension may therefore be revised provisionally from 01.01.2017 by adding 15% fitment benefit as recommended by the 3rd PRC for wage settlement of PSU employees. The percentage of fitment benefit for pension revision should be delinked with the pay revision and it should not be a binding for pension revision as it may differ from PSU to PSU based on profitability.
For post 01.01.2017 retirees the revision of pension can be only after revision of pay as their pension was originally sanctioned on the basis of last pay drawn. Therefore their revision of pension is depending upon the wage revision for which the recognized unions should take expeditions action to arrive an agreement.
